Adds a new .NET 10 sample in aspnetcore-webapi/WebApiBestPractices for the ASP.NET Core Web API best practices article: a layered solution (API, Application, Domain, Infrastructure) with service registration in extension methods, an IExceptionHandler returning problem details, an action filter, API versioning with Asp.Versioning.Mvc, built-in OpenAPI, output caching varied by the Accept header with tag eviction, HybridCache, per-client rate limiting, JWT authentication, password hashing, data protection and content negotiation, plus 19 xUnit v3 tests that exercise each practice.
