Continued cloudflare blocks of clasweb maven access motivate a closer look at our CI cache usage to see if we can mitigate:

  • warm the maven cache with a dedicated job, rather than relying on setup-java's implementation
    • it should only re-download stuff whenever a pom.xml file changes, or a new week starts (to prevent stale dependencies)
    • otherwise, no dependencies get re-downloaded
    • the dependency-info job is not included in this, and will always re-download stuff, since its purpose is to track dependency sources; we don't require this job to pass in order for a PR to be eligible for a merge, it's just a diagnostic, so we can live with occasional cloudflare blocks for it
  • uses --no-snapshot-updates, to avoid updating SNAPSHOT dependencies (which aren't even changing ever!)
  • uses retries when warming the cache (and for dependency_info), hoping that Cloudflare blocks are only transient

AI usage disclosure: mostly written by Claude Sonnet 5.5.
