osv-scanner is now a managed scanner and a report type.

gatecheck bootstrap downloads osv-scanner 2.7.0 from google/osv-scanner and checks osv-scanner_SHA256SUMS before installing the raw binary. gatecheck osv-scanner runs that binary, or osv-scanner on PATH when the managed copy is missing. Published builds are amd64 and arm64 on Linux, macOS, and Windows.

A filename containing osv is osv-scanner JSON. list (and print), validate, and bundle labels use the same severity limits and CVE allow and deny lists as Grype, including EPSS and KEV. Each vulnerability group is one finding, and aliases of that group are not counted again. max_severity is a CVSS base score. License-only packages are skipped.

bootstrap --list widens the tool column so the name fits.

Pin 2.7.0, check the raw release binary, and score osv-scanner JSON
with the same severity and CVE rules as Grype.

Fixes #101
