What: Implements React prerelease and stable-promotion trusted publishing for FELT-143, consolidating the work previously split between #12694 and #12695.

Merge hold — npm configuration required

Do not merge until npm trusted publishers are configured for all 11 public packages and I confirm configuration is complete.

Configuration will happen after approval, close to merge time, to accommodate npm’s first-publication window. Prereleases use release.yml; stable publishing requires trust for promote.yml before it is manually enabled.

Prerelease

  • Install dependencies, build, version with Lerna, and prepare archives without OIDC permission.
  • Publish prepared archives on a fresh runner using Node 22 and npm@11.21.1, with lifecycle scripts disabled and provenance enabled.
  • Preserve independent versions, changelogs, Git release commits/tags, and the prerelease npm tag.
  • Send PR release notifications separately, only after successful publication.

Promote

  • Use separate preparation, isolated publication, and next-prerelease jobs.
  • Keep stable publication disabled by default, with manual enablement in .github/promote.sh.
  • Preserve inactive patternfly-version handling and the latest npm tag.
  • Advance the next prerelease cycle only after preparation succeeds and publication succeeds or is deliberately skipped.

Verification

  • Run both release-automation suites in PR CI, not production release or promotion jobs.
  • All 26 focused tests passed locally, plus ESLint, Prettier, Bash syntax, and diff checks.
  • Disposable prerelease and promotion rehearsals successfully prepared package archives.
  • A six-package comparison found equivalent manifests and file contents between Lerna packing and the current Yarn-based approach.

Live GitHub Actions OIDC publication and provenance remain to be verified after merge. Generated .nx/ and .release/ contents are excluded from commits.

Additional issues: Includes the Promote changes previously proposed in #12695, which will be closed in favor of this combined PR. The Core repository portion of FELT-143 remains outstanding.

Summary by CodeRabbit

  • Chores
    • Release and promotion workflows now prepare package archives before publishing them in separate steps with provenance enabled.
    • Prerelease releases use the prerelease tag; stable promotions use latest and can trigger a subsequent prerelease.
    • Release notifications are posted when prepared releases are associated with pull requests.
    • Workflow permissions are restricted, generated workspace cache files are excluded, and package repository metadata is included.
    • Updated the Lerna version.
  • Tests
    • Added automated checks for release preparation, publishing, notifications, promotion, and workflow configuration.

Explain Change →

Walkthrough

The release and promotion workflows now prepare package archives and publish them in separate jobs. Release can post a PR notification, while promotion can run a next-prerelease step. The changes also update workspace metadata and add automation tests.

Changes

Package release and promotion

Layer / File(s) Summary
Workspace and package setup
package.json, packages/react-styles/package.json, .gitignore, .prettierignore
The root Lerna dependency changes to ^9.0.7. The react-styles package adds repository metadata. Ignore rules exclude Nx workspace state.
Release and promotion archive preparation
.github/prepare-release.mjs, .github/prepare-promote.mjs, .github/release.sh, .github/promote.sh
The preparation scripts version changed packages and pack non-private packages into archives. They record workflow outputs and restore temporary manifest and license changes. The shell scripts delegate to or select preparation actions.
Archive publishing and follow-up jobs
.github/workflows/release.yml, .github/workflows/promote.yml
The workflows upload prepared archives and publish them to npm when packages are available. Release can post a PR notification. Promotion can run a next-prerelease job after preparation and publishing conditions are met.
Automation tests and PR CI wiring
.github/release.test.mjs, .github/promote.test.mjs, .github/workflows/main.yml
Tests cover archive preparation, packing, publication, notification, permissions, workflow conditions, and prerelease guards. PR CI runs the release automation tests.

This PR moves prerelease publishing to npm trusted publishing with separate prepare and publish jobs. Stable promotion is still disabled, so there is no current impact. Before stable promotion is enabled, add a recovery path or idempotent publish so a failed pack or publish cannot leave tagged but unpublished versions. Also configure the npm trusted publishers before merge, as the author notes.

.github/prepare-promote.mjs: 1

26-28: Trivial · Data Integrity & Integration · Heavy lift

Stable promotion has no recovery path after a failed pack or publish.

Line 26 runs lerna version, which owns the release commit and tags. Packing and publishing happen later in separate steps and jobs. This path is currently disabled by default. When it is enabled, two failures can leave stable versions tagged but unpublished:

  • A yarn pack failure at Line 50 fails the prepare job after the version commit and tags exist.
  • A mid-loop npm publish failure in promote.yml publishes some archives and skips the rest.

A rerun then calls lerna version again. The packages already match their graduated versions, so previousVersions.get(pkg.name) === pkg.version is true for every package. The script writes has-packages=false. publish is skipped, and next-prerelease runs, because it accepts a skipped publish. The workflow then moves to the next prerelease without publishing the stable versions.

Before enabling stable preparation, add one of these:

  • Pack archives before the push, or make the push a final step.
  • Derive the packages to pack from tags that are not yet on npm (npm view <name>@<version>), instead of from a version diff.
  • Add a documented manual recovery procedure.

Make the publish loop skip versions that are already published, so a rerun is idempotent.

Review comment at @.github/prepare-promote.mjs around lines 26 - 28:
Update the stable promotion flow around the `lerna version` invocation so reruns
can recover when packing or publishing previously failed: make the publish loop
skip package versions already present on npm and continue publishing the
remaining versions. Preserve the existing version-detection behavior unless the
recovery change requires adjusting it, and do not enable the currently disabled
stable-preparation path as part of this fix.
