Remove the Heroku deploy-button manifest - #466

app.json only served the "Deploy to Heroku" button, which #464 removes from the readme. blurb-it moves to cabotage, which builds from the Dockerfile and ignores this file. It was the only JSON file in the repository, so drop the check-json pre-commit hook too; otherwise check-hooks-apply fails.

Part of the move from Heroku to cabotage, in preparation for the migration.
app.jsonis the manifest behind the "Deploy to Heroku" button. #464 removes that button from the readme and documents the cabotage deployment instead, so the file has no remaining purpose. cabotage builds from theDockerfileand never reads it.Merge after #464.
Procfileandruntime.txtstay for now, since Heroku keeps running alongside cabotage until the cutover is confirmed.
