Summary
This PR adds support for JDBC v4 parameter setters (CLOB, BLOB, NString, NClob, and character/binary streams) to JDBC4PreparedStatement.
The design is adapted from sqlite-jdbc, implemented using Java 11+ APIs for sqlite4j.
